I'm not very good at digging around the internet, so best I could find online about this version was that it was sung by Conrad Thibault, The Library of Congress states it was made sometime around 1943, however a bulletin from the U.S. Gov. Films has it being released in 1942. It is connected to a what is essentially a naval music video (of ships), so I'm unsure if either of these dates apply to the production of the audio, but it gives a ballpark. To get the bulletin I'm referencing, the Library of Congress LCCN is 2001642591 .

This isnt really rare. I do not understand the bizarre notion of channels such as this to note songs as "rare" when there is no real scarcity. Some of the 78rpm recordings are indeed rare, and are materially so.
