That might be it! Maybe they had planned to make it accessible but ran out of time/resources to finish the area as they intended. Though, every final competition area in each of the _Season Rider_ games are in some sort of seemingly inaccessible location where you are meant to be just teleported - the Claymore Challenge, the Decker Horse Show, and the Rodilla Riding School all take place in this very northeastern area of the map (just the props are always different), and the Lone Star Rodeo from _The Summer Rider_ takes place in the swampy area geographically corresponding to SSO's Dino Valley. Maybe they originally made this area to be accessible but eventually decided it would be the most convenient if they instead use it as the locale of most of the final challenges. P. S. As for the "rodilla" clue theory, I later realised that a better-working interpretation is that "knee" is a metaphor for "corner" as it bends just like the human knee, which would hint at one of the corners of the building being somehow "special" (enabling you to clip through it). Still wonder how they came to selecting that name!
It's like they wanted people to discover this place! There's so much details, from the path to the little flowers on the ground, it's so pretty!
