There's no pigment in there. It's a refraction or diffraction effect. All blue colours in birds are made this way, though reds and yellows are normally due to pigments.
I have these in my garden. There used to be more but due to habitat loss they’re endangered. We feed them and plant trees to encourage them. Beautiful birds

They also mimic my whistles (Aloha the Hawaii song, and a couple others), and can imitate the blue jays and cardinals in the yard. Oh, and they are European starlings. It's English sparrow (or house sparrow). Yeah, I'm a birb nerd. :)

Watching these birds, I think, if humans were able to time travel back to the time of avian dinosaurs, you know, the big ones, and we were there for a little while, there's a good chance that we WOULD start hearing 'HELP ME, HELP ME!' from the forest, and when we investigated, we would get eaten.

Starlings change colour throughout the year. Dark in spring, flecked in fall.
