Pre tineskip zoro was undeniably stronger than sanji. The only periods of time where he surpassed zoro was when zoro was fatally injured. Zoro trains more and always fights the stronger opponent. Also as a kid sanji’s genetic enhancements weren’t fully awakened yet. He was just a mostly normal kid in terms of strength while zoro could defeat grown men at the dojo.

Wadawamtsu in fishman Island had better everything than zoros opponent vergo was better than zoros opponent queen in some cases would beat King if king went in his speed form then queen would win but if he stays in his durable form king would win so their opponent have always been equal in some cases zoro gets the harder ones like Mr 2 and Mr 1 but in other cases sanji gets the harder opponent like the cases I just listed its not rocket system to know that sanji and zoro are equal at some times and at other times they one-up each other we can talk about little garden the first comp sanji fought a offensive dinosaur the trex apex predator whilst zoro a defensive dinosaur a trike equipped with 3 horns and a giant plate hard to get past now to say which is hard to beat is up to interpretation a trike is hard to get past its defence and it still hits hard but a trex has very potent attacks so its not good to get hit by it alot. Now u may say clearly the trex is harder to beat based of offensive ability what everyone bases things on so in that case u would say sanji would win that competition but then overall stats the trike will be most challenging since its got a good build not solely on being a glass cannon so then the majority would switch to say zoro but the same logic doesn't apply when sanji faces the diverse characters and zoro faces the attacking characters u will always give zoro the edge no matter the circumstances it will never be the same vice versa
