i personally think that these power levels need to be overall buffed. the gap between high cp9 and yonko commander is too low and the gap between yonko commander and 1st mate is way too high.

Something i always liked about One piece that the powerscale is pretty Realistic if u think about it, Luffy didn't exactly "one shot them" and was barely beating them. I personally like it this way
In both DreasRosa & Wano Doflamingo/Kaido were stronger than Luffy, he had to overcome. But post wano until I see another great feat from Luffy Kaido is still stronger like you said because of durability in the amount of enemies he had to face

So luffy used all of the power he had to defeat kaido and made a fist bigger than onigashima and defeated kaido. If kaido was serious + if he used full power power from start and just wanted to finish it asap gear 5 luffy wouldn't even have lasted 1 minute.
Luffy probably would have lost against peak Kaido but Kaido would be seriously injured. Once luffy knows that his df isn’t rubber anymore and it’s imagination he solos more than 95% of one piece verse and other verses

In the manga 4th gear Luffy fought Doffy so easily he just ran out of time cus he still not used to it, after recovery he took out Doffy with in one punch one panel no struggle at all. 4th gear is clearly stronger than Doffy and Cracker should be stronger than Doffy, he almost cut luffy arm off.

Later in the series, Luffy will be stronger than Kaido especially if Luffy keeps getting used to using Gear 5 as well as his Adv Conquerors Haki too.
