I know its hard to win the Miss Universe title. Being in the Top 15 or Top 16 every year is ok na. Let's pray for Chelsea Manalo to be placed in Top 15 or even a crown.
In the 72 years of existence only 4 countries have won at least 4 crowns and the Philippines is one of them . When they say powerhouse other pageants are also included. Overall the Philippines has been successful throughout the years .

I think Joanne Santos (1995) placed 15th or 16th Cita Capuyon ranked 13th during SS preliminaries in 1983 Joyce Burton was an American passport holder hence the decision of MUO to disqualify her however she was still allowed to join the activities & presentation show but her prelim performances were not given scores. 1985 was the year when the swimsuit fashion video didn't include the contestants' preliminary swimsuit scores. I think her disqualification was one of the main reasons. If she was allowed to compete that year, she would have given the top ten semifinalists a run for their money. She was tall, gorgeous, killer curves, strong speaking skills and pasarela.

Limited number of spaces during CBS era and at least they are on the stage and part of the history where thousands of women wanted to compete at MU very badly whether they win or lose at the pageant.
Pageants are very very popular in the Philippines , but only became a powerhouse starting the 2010s. We have no pageant camps back then and the main weakness of Philippine delegates is their poor English communication skills, plus the low budget in gowns back then
