I can’t speak for circumcised men but bar soap messes with the ph balance of your genitals, more specifically around your tip making it smell fishy. Really you only need water to wash it but a little body wash works just fine to address the smell. Just avoid using bar soap in that area. A smelly wiener is no fun.
Also maybe try using an anti fungal cream, the smell could also be jock itch.
