Has the dog ever considered going up to the 450s to ride a 250? Here in Germany the 5 time national champ did that one season and was in the top 3 that season. Apparently it's easier to come closer to 4 stroke torque with a 250.

I dont know about 125 but they really should let at least a 144 (the Yamaha bug bite kit) fight against a full factory 250. Especially in sand a 250 will pull on a 125 no problem
They should really up the displacement limit for 2 strokes, it's a bit outdated with the advancement in 4 strokes..but that will probably never happen. If you could put him on like a 200cc 2 stroke, jesus christ.
