Minimum $3/day per campaign, so I'd start with 7 campaigns if $20/day was my limit.

Why make a bunch of campaigns when you can just make a bunch of ads group 30 campaigns seems like a lot to keep track off

Because the budget is set per campaign. So with 30 ad groups in one campaign you have no control over where your budget goes and Google will still put it into certain ad groups and ads without adequately testing all the others.
