Bolot Minzhilkiev who comes from Kyrgyzstan is a true basso cantanto (or bass-baritone). Boris Godunov's is actually baritone part, so perfectly suits him. The impression that his voice is too high is due to Soviet TV recording which is really flawed. In Kutuzov's aria at Bolshoi Theater one can hear that he had the clarity of vowels, proper chiaroscuro and registration as few basses today have. Unfortunately, he lived a short live and only for several last years he has enjoyed a great success as a resident singer at Mariinsky Theater, St-Petersburg in 1990s.

GeneralRadames, maybe you can answer a question: What is it about so many Russian basses that they have a lean, almost baritonal texture but really good low notes?

I am not sure about your question. For me there is no "Baritone texture" in his voice. It is a Bass sound. The sound is a reflection of the development, freedom, and efficiency of the mechanism.
The worse these factors are, the worse the sound production will be.
Bulat sings with a good level of freedom. With a full chest voice development as well as falsetto development. It give an impression of brightness with a rich luscious darkness. His enunciation is clear and his singing appears to be spontaneous to his emotional inflections.
That is why I post examples of great singers. So people can have an idea of what the better sounds should be like. People think certain sounds we hear often today as being the correct sounds for each voice type. They have been aurally poisoned with constricted sounds that are not representative of the true potential of the voice.
here are many factors that determine Fach. Low notes or high notes are not just the only ones. Tessitura is very important. Where the voice turns or covers is another. Sometimes the difference between voice types are so minimal. It is up to the singer where they feel most comfortable at.
I am sorry i couldn't really answer your question. I do not concur with your premise. So it is hard to answer.

@@RadamesAida2Operalovers I listened to it again and decided that my first impression was in error; it's just a really poor quality recording. Thank you for your lengthy & detailed reply to my question.

    NOT A BASS, OBVIOUSLY.
I am deeply disappointed. Can you distinguish high bass from bass-baritone?..
He is a great singer but not a bass...
I was surprised with Arkhipova between "great mezzos" (she is transitional between high mezzo and low soprano) but here... Even Chaliapin had notably lower voice.
Have you heard rich Russian baritones, e.g. Golovin? ua-cam.com/video/_2xjGjLgo_c/v-deo.html (here he is after gulag and much of the voice is lost)
