Definitely not funny and no kid deserves to be spoken to that way by their parents. Mentally and emotionally healthy parents don't talk this way, especially to a 3yr old kid. And "enabling" her by saying it's so funny.. wow. She may be upset with her daughter, but communicating it in this way is just not okay.
