The title is kind of a misnomer: while it is true that Dom Claude Frollo was an archdeacon in the original novel, in the Disney adaptation his character was revamped into an all-powerful judge as the Minister of Justice--as in "government minister". Pretty good poop, nonetheless.

It's true that Frollo was a judge in the movie. But when people make UA-cam poop or fanfiction, they are free to change the characters' professions. Frollo can be changed to a minister, an archdeacon, a king, anything.
