Essential oils are added by weight in cosmetics, not by volume, and should not exceed the IFRA for that particular essential oil.
I would recommend checking out Humblebee & Me on youtube for cosmetic formulation.

Safe usage rates for the preservative I use are 1% of total recipe so if the recipe totals 500g you’d want to use 5g of optiphen. ☺️
