Please could you clarify why we need to minus the instrument height from the foresight? I understand the calculations but not the reasoning behind it.

you subtract the FS because the measurement is being taken on the rod that is above the point of elevation. You have to subtract so you are getting the level at the ground. If you add the FS to A you will get the height of the rod, not the elevation at the ground.

How we should know the mean sea level of any place??? Is that 100m is same for all. Will you plz explain.

It is not same for all! It varies according to the place. Measurement of mean sea level is complex, in simple terms it is measured using satellites
