A receiver in the verbal process is like a hearer; i.e., who you're telling the content of the speech to (I'm telling John a story = I am telling a story to John --> this means John is the receiver of the verbal process). A target is whom the content of the speech is directed to (I'm praising John --> this means John is the target of my praising). Hopefully that helps.
