Nope, SF3 never took place in the 80's. It doesn't even make sense, considering Necro's stage is the current day Russia flag, not the USSR flag, which Zangief used. Timeline basically goes: SF1 = sometime in the 80's, SF Alpha = after SF1 but before SF2, so late 80's-1990, SF2 = somewhere in the range of 1991-1994, SF4 and SF5 are between 1994-1997, and SF3 is confirmed to be 1997-1999. SF4 and SF5 should be taken with a grain of salt anyway, those games pretty much ruined the story anyhow.
