it means in this world there are 4 oceans only.
So,
four seas or oceans became the whole world or all over the world.
In Buddhist books , it mentioned
There were 4 oceans only present on the earth .
@@ruparkyitin In Chinese, we have a phrase 五湖四海，literal meaning is five lakes and four seas, it means all over the world. For example: 我的同学来自五湖四海。My classmates are from all over the world. If classmates are all Chinese, it means my classmates are from all parts of China.

In Buddhist books, it has written that
5 lakes and 4 seas were present at the beginning of this earth formation.
The seas were very very huge so that very huge fish were swimming there ..
The size of fish mentioned was larger than than Pacific ocean !
I think that
the root of these stories might be found in Mahayana tradition buddist books as well.
I am from Myanmar where usual tradition is based on Theravada Buddism.
But , I think,
in original root , Myanmar and Chinese are quite similar in many ways
