A tip here: u can do it with 3 ppl but i technically did it with 2 since one had an alt for when we ran out of halt's the alt would start halting the guards.
I did it solo on nightmare difficulty, was lucky because the guards did not see the glass on the roof (which there is a lot of it) took me way too long.
Recently they updated, now you need to steal or destroem 82.000, it s easier now to do it they removed the "Loud Only" too, but the achievement still on
how i did this is i just killed all civs and i had 2 other friends with halt and we just halted every guard then killed any if we ran out lots of money was lost

Yes, I would do normal its much easier
not possible to do it on a difficulty with guard hostage pagers
