I got lost from the effect presets part
If you add the bad TV effect, it adds 4 effects, one of which is Wave Warp. or you can just add wave warp :)

Sounds like a tracking and compositing thing. I'd track yoru scene, make a solid and add robert patison (masked out of course) in the location you want. He'll stay wherever you placed him. Maybe this? : ua-cam.com/video/6YbpEunFRwc/v-deo.html
