That’s true. Anybody who’s planning a trip to anywhere can search the area and get an idea of what’s right and wrong to do. Of course there’s plenty of literature at airports, trains, hotels to help get the information out. There’s no excuse. Not today. I’m watching from NJ in 🇺🇸. I’m appalled by what I see especially from certain groups in their language if they don’t know English.
They stand out because of the way they dress and their hairstyles but I don’t know what race they are so fI’m not being racist when I say they are the most obnoxious, ill mannered louts who must make the guards cringe when they see them coming.
A lot of these guys are from an insular Orthodox Jewish community in the borough of Stamford Hill in London. They're locals. It is true that they're sheltered. They have their own shops, businesses and schools. They rarely venture outside of their self imposed bubble. The upside is that they're generally orderly, manage their own affairs and have an extremely low crime rate for London. The down side is that they don't appear to have a clue about social norms and behavioural expectations when they come out of Stamford Hill and visit other areas of London. They can have a tendency to arrogance too. Apart from annoyances like this they generally keep to themselves. I do wish they'd up their game though because they make fools of themselves every time they come to Horseguards.
They are speaking to the police in English and asking direction. I think this is subtle disrespect towards the police. Appear to be disdainful of everyone. I no longer respect them either.
The Ministry of Defence police are there for security and antiterrorism on a military property public safety is part of their role which is why they assist at change over times . There are videos where they order groups to leave the courtyard including Hasidic Jewish groups . So no they are not cardboard cutouts or afraid , they after all are the ones with the guns !

In my opinion if you are wearing clothes so closely associated with a specific religion, you should be aware that you are badly l those of your faith, if you behave in a way that could reflect badly on members of your faith are doing far more harm than good. Others might say or think, 'See 'they are rude pests.'

I worked at a Bed bath and beyond store in Cobb count County store there were a large group on them living there when they came into the store rude very rude looking down their noses at us like they were better then us.
