At 17 minutes in you ask what do I think about if they made a law so they could just take them up and take them somewhere.
Plain straight like that, they could not get by with it in America. But there are workarounds.
If they were offered free fentanyl, no guarantees about quality, the same stuff they get now, and a free meal of some cheap kind, but more than and better than they now get. Also offer them a free spot on asphalt or concrete with some kind of roof, plywood, and put this place far in the countryside, it might begin to work. Free food, free fetty, free spot with roof; that'll go a long way. Offer it with a contract signed and fingerprinted digital. with a promise of no investigation of warrants except for murder or some heinous crime, don't worry if you have a warrant for 9 dui's and escape or owe an ex a lot of alimony. It won't be reported.
Now this place in the countryside needs services like any unincorporated community. Just make it like 200 acres. Lots of thin inexpensive asphalt, some concreted areas. Needs some convenience stores. A check cashing place. A bus that comes and goes a few times a day. A dispensary place or 2 or 3. A fire department. Water, and water spigots. free sodapop and snack food places, day old bread, day old donuts, protein bars, coffee. Some folks might qualify to work at these places. Have a rehab place with an actual building to live inside if they want to try reducing. A few ambulances. Just off the place should be a precinct of police who only appear if called, and do a once a day drive thru. Some ground rules easy to follow. Folks divided by number 1 thru 7 to pick up trash once a week so trash gets picked up every day... a moral to develop that make less trash and to use the many trash cans if possible. This community will need the infrastructure of electricity, and a power outlet at each "spot". Spots can be of different sizes for 1, 2, 3, 4, and a few bigger ones. A manager with authority of some kind to sort minor problems such as someone who might have a car wants it parked nearer to his or her spot. Stealing to be prohibited, but it'll happen because theft is their present economy. It is in some places for sure, such as in san francisco. But if someone has a real problem of something stolen, it should be required to return or replace it. The manager and police can make appointments for persons to go to a justice of the peace court. Court held once a week for somebody keeps stealing, they go to county lockup for a short time, and probation requires the person to wear prison garb during that time, and must not leave the community until probation is over. See, these people need to be decent persons as most try to be anyway. There could be sessions provided for folks to learn basic things. Public showers, public toilets, park bench tables, safe places to go to use those drugs.
So many more details, but there should be at least one of these places in most every county, county run with funding by county, state, and federal, plus donations. Oh yea, there should be a donations facility with a thrift shop of free and inexpensive stuff.
So yea, I think something like this might be nominated as one kind of solution. Something like this.

Up to 1965 or so they used to have work farms in most counties. County work farms had mostly unemployed persons who were offered to live on them, plus some who were bankrupt. I see this as similar, except modernized for the realities of drugs and the sh.. that goes on these days that didn't in 1948. Another workaround is partial: They used to have large mental institutions, several per state, until Reagan shut them down saying they were too expensive. I think shutting them down is more expensive. The shouters, paranoid, very low iq'd, and other types would be better off taken care of institutionalized. Some of these places were actually beautiful college like. Napa and Eldridge are two examples. What percentage of homeless would qualify for these places, I don't know, and experts would need to define the protocols. But mental institutions would certainly reduce the numbers homeless by itself. They could be run much better than those old ones, giving much more dignity to the patients. Doping them up and lobotomies no longer done.

Give everyone living on the streets a large plastic garbage bag, a pair of disposable gloves. For a full bag of garbage, they go to a redemption spot, the garbage bag gets dumped in a huge container, and then they receive a new bag and gloves, along with food and toiletries, etc. Sounds simplistic, but it's a start in instilling care for their surroundings.

I went to Pharmacy School in West Philly before I went on to get my Master's and PhD. in Chemical engineering. I remember how it was right before it was cleaned up. People used to run up to your car if you even drove through there. It is a lot more safe and clean from what I can see. I still have friends who live in North Philly and I drive through there. It is definitely safer. I do not see as many people all over the place. To me it seems like everything is in much better shape. I remember what you were saying about people being down near the tracks like that. Excellent camera work my friend!! Really crisp and clear images. You really give that area a good feeling despite the sadness and homelessness. I always try and keep a handful of dollars and fives in case I see someone who is begging. It takes either a complete breakdown of any pride and be on your last good graces or to not care but either way I am going to help one of my brothers or sisters who are stuck out on the street. I do believe that in the whole scheme of life that helping others is one of our biggest responsibilities. Maybe I helped that person for a day or a couple days but at least I did something.

People have to realize if you have an addiction you can only get clean if YOU WANT TO. They can force people into treatment but as soon as they get out they are going back to what drug they want. The old saying you can lead a horse to water but you can't make him drink is very true. You can't force a person to get clean unless they want to. I hope many of them took advantage of the HELP that was offered. I know a few that have cleaned up and darn glad they got that help! They live great lives now. The new Philly Mayor was true to her word. In truth, it's not about the addicts, it's about the drug sellers! FOCUS! Focus on the sellers. Great video and thanks for letting us know what it looks like now. Also, nice to know your equipment is a DJI Osmo. Nice choice.

It was focused around the medical side of this epidemic. It featured mostly nurses and doctors and them treating open wounds on the street

@@Deepviewmedia then keep it in your own backyard. buy a neighborhood with everyone who wants the American city to turn into a fake landscape of overstimulation. regression is the trend because it maintains consumerism. advertising, marketing, its all about colors and textures to lure people in. it can be done, South American packaging is a bit more in that direction, but its all relative. its all about money, which breeds a peace of mind for the simple, who gentrify. they've infected the inner city and kids have never even experience REAL city life despite growing up there since birth. explain that. why can't we have anything? why do real city people always get screwed over by everything? always?
