He demonstrates this when Suema was spying on him and straight up says as much at least twice. Once in the above mentioned scene and again when he confronts Spooky E. He likened it to grafting. If he couldn't do at least that much, then he wouldn't be half as threatening as he actually is.

That was how he had intended to use Spooky E to infiltrate the Towa Organization and why he he's desperate to get Aya Orihata, that other Synthetic Human. Plus, you can infer that 'standardardizing the human psyche' alludes to implantation of 'what they're missing', but on an intended *massive* scale. The whole, 'making it snow in April' thing. Of course, Spooky E killed himself and Boogiepop is after him now so he's running outta time. And yeah, I'm gonna watch it now actually. Anyways, my only real talent is 'analysis of the available data on hand'.
Its beyond me how they managed to fuck up a anticipated 25th anniversary project so damn hard. Seven seas has finally started re releasing the novels so thats nice. Everyone would be just better off reading the novels or hell just watching Phantom.
