The answer to that depends on the modem type. The blocks were put in for traffic, not traffic. Since you youtube, twitter, etc deal in https traffic most front end items won't be effected. When most ISP routers have a full blown reset done on them they drop the settings unless the person is paying for static service so the changed settings would go away and dude would just hop back in and change them again. The blocks would only apply to gaming systems, and stuff on his home network. Dude could still be running twitter and BS over mobile.

There is no way a tech would give a customer their sup's number unless directly instructed by their sup. Furthermore a tech would not be high enough in the pecking order to even know the regional managers number, much less give it out
