All the keys now require the storm mode folks...the first one you hunt for the key, MUST be in storm mode it wont spawn in the normal one edit: from wowhead It appears that this rare only shows up during the Seafury Tempest phase, and the spawn timer is fairly short. --wowhead By YodasEvilTwin
Same but managed to get it on the fifth fishing try in storm phase near the boss. I didnt have much fishing skill just 45 points in dornagol fishing and a normal rod. Maybe this helps! Gl

Are there special times when Ksvir spawns? I've been waiting in the room for a while but he doesn't show up.
I had the same problem until I went into the storm and he was there, so I think you might need to be in the storm for him to spawn

I've killed like 20 rares, no cyclonic, that one takes farm, might need an edit...
