You can play normally, no cheating. In the clip, Italy sends a large number of soldiers to Türkiye. As a result, no force could resist the Germans.

Or maybe it was because Italy's economy was so bad that it was unable to build an army.

Well, in my gameplay with Bormann I've declared war o Italy but surprisingly the Italian army was way stronger than the German one. Not only Italy, but their colonies and puppets were strong too. Tunisia, for example, had armies with almost 1 million men. Croatia had very powerful forces aswell. I had to input a setarmy 10000000 many times and destroy the German economy because of it just to defeat the Italians and their puppets.
