Nothing in the Constitution protects violators of the US Criminal Code. The rioters have violated Title 18, s.2383. Mayors have also violated s.2383 by "giving comfort" to the rioters and should go to Federal prison. The Federal Government does not need the permission of anyone to enforce Title 18. Some misinformed people believe the president needs permission of local and state authorities. States rights do not apply when state officials give aid or comfort to criminals who attack federal property, in this case a federal courthouse.
