Okay, so I never catcalled to anyone, nor have I ever been friends and talked to anyone who catcalled, and now that I think about it, I never even witnessed catcalling, and I lived and walked around the city daily (btw not an American, so maybe it's a local thing, although I doubt it)
I'm saying all of this to make it clear that whatever I'm about to give you as an answer right now, is based on little more then just "I'm a man too, so I'm gonna try and relate", combined with whatever little psychology I picked up in my years on YT. In short, I'm not a reliable/factual source.
With that out of the way, if I had to guess I would say that there are a number of reasons that come to mind, and they all come down to the single fact that men almost never get complimented in their lives, that makes complimenting, or any positive/affirmative interaction with others something they view as deeply desirable, and at the same time completely alien.
Which leads me to believe that they just try to compliment/flirt with the woman, they do what they want women to do to them (or at least what they think they would want), that is probably the most positive reason you could have and I imagine it all comes down to it.
