That’s a great question! Usually, a vowel will need a reason to say its name. It might be at the end of an “open” syllable, it might be being “bossed” by a trick ending, or it might say its name because of a “trick”. The key is to learn the “tricks” since they do most of the “bossing”. Keep watching the videos I put up and hopefully you will learn more about when to make a vowel say its name and when not to.
