Am I understanding this to say that the PEB can simply proclaim so eone to be BPD with no history of, nor examinations to determine, such?
I'm concerned bc I presently am getting treatment for PTSD in the military, due to MST. I'm prescribed two benzos (a No No in the Army), one of them being for nightmares CAUSED by the MST. I've been in 13 years, and they can just proclaim BPD ??

It’s not so much a proclamation, rather the Medical Officer’s opinion. Usually this happens because he or she sees BPD somewhere in the medical record, usually as a preliminary diagnoses, and fails to appreciate that even if the Service member suffers from BPD that doesn’t necessarily negate PTSD symptoms.
