could be that he wasn't deemed worthy by the Amons iirc in 4, Kiryu was supposed to fight Jo alone, and the boys just insisted on tagging along which resulted in Jo having to please each of them with each Amon for a fight. After that, with each Amon losing once, they were in a way deemed worthy and wanted a rematch in 5 Kaito just didn't have the means or leverage to have an Amon noticing him yet, especially Shin now that Shin has his eyes fixed on Yagami. If Kaito were to fight one, it'll be an Amon similar to Jiro Amon, a muscle Amon.
@@lycanbladefang4768 in the next game if Kaito is playable it should be like Kaito and Yagami go out for drinks but the party gets crashed by Shin and Juzo who are then offended when Yagami and Kaito want to be left alone. Then they teleport them to Sotenbori or something and the fight starts lol
Given the dialogue the blood drunk master has after the fight, he's a potential amon clan recruit. He says fighting Kaito was his last trial to join the clan.
yknow it is kind of disappointing that kaito's superboss is just walmart tesso but i respect them going balls out and giving the man TEN HEALTH BARS. they KNOW you have all the ATK upgrades for this fight and they expect you to use them
At the "point of no return" basically after fighting Sadamoto, and returning to Kamurocho you can go to Ebisu Pawn and buy a book called "Disguise Fundamentals" for 50,000 yen, after purchasing go to your skills and to "Special" and there should be a skill available called "Master Of Disguise" which allows you to use any disguise at any time. There are three extra outfits as well. At Ebisu Pawn, you can buy Patient Gown and Casual Wear outfits for just 5,000 yen At Le Marche you can buy the Young Kaito/Retro Style outfit for 300,000 yen. Also, note that at the "point of no return" is basically the last point in the game where you have all the time to finish up on what to do, since Kaito Files has no premium adventure. The game even tells you that and encourages you to make a different save file just in case.

@@tommyblade8093 Outside the Yagami Detective Agency there is a couple of cats, one of them has a Bloody pin, wear it and defeat the three masked enemies and unlock all skills

The only reason this enemy feels "challenging", is because going behind the enemy is more complicated with kaito
