Honestly once when i took my ninetails, machamp and stunfisk, a team of snorlax, poliwrath and dragonite (i don't exactly remember the exact team) that a team rocket grunt had, defeated me easily, while giovanni got sweeped by only 2 of my pokemons.
I brought my trusted trio: Excadrill, Shiny Magmortar and Scizor. Scizor to get rid of his protect shields, Magmortar to take care of Machamp and Excadrill to take out Ho-oh.

Not making any fun, but I defeated Giovanni with a 1300CP solrock(1300 is a round off) 1200CP nidoqueen(round off) 1400CP Zebstrika(round off) Ps- It was an year ago, now I have 3500+CP pokemons

Giovanni was unpleasantly easy. I defeated him with my 2475 dragonite, 2480 aggron and I had a dialga, that I didn't even need to bring out.

For Giovanni I used jolteon to get rid of shields and to take out Persian for Machamp I used aggron and for ho-oh I used stone edge tyranitar

There's a quest you have to beat all three rocket leaders sierra, arlo and cliff and that grants you a super rocket radar
