I have sounded like this when I first started playing, my pipe major helped me clean up my playing. Other than that I like the fact that David is educating the audience about how bagpipes work.
Damn, this guy is actually trying to further the adoption of bagpipes and nothing but hate in here from other bagpipers due to his inexperience. We get it: you wish a better bagpipe player was giving this Ted Talk, but the mere fact this guy is trying to educate this audience about bagpipes should be praised, even if he's at an beginner's level. Of course, that would mean allowing your ego to take a back seat and seeing what is actually going on, versus giving your pretentious, arrogant opinion...
It’s his technique that’s bad. His technique is of a very novice level, a level that really isn’t suitable for public performance. If you were to compare it to a fifth grader beginning on clarinet, his level would be comparable to the fifth grader about two months in. One of the first things a piper should learn is how to tune the instrument. This, demonstrably, is missing from his experience. It’s not the pipes that are of poor quality. The pipes are merely a reflection of the player’s inexperience.

I love well played bagpipes. I've played them for 20 years. I enjoyed the discussion, but the "music" left MUCH to be desired.
