    Why does "Я хотел бы" seem to use past tense for "I would like to"? It makes it seem more like "I would have wanted," which is apparently the same words just in a different order? "Я бы хотел"?
    I get the impression that же tends to be used to make an expression more emphatic, and that ли makes a question more speculative.

      The thing is we don’t have a special form for conditional mood, so we always form it by using a verb in past tense + бы: я сказал бы (I would say), я сделал бы (I would do).
      “Я хотел бы” you can translate as “I would want” but it’s a bit weird. As a set phrase we always use it as “I would like / love”.
      Я бы хотел = Я хотел бы (both I would like)
      You’re right about же: почему же? Когда же? Где же? - they are a little bit more emphatic than the regular ones.
      Ли personally for me doesn’t change a question at all.

      @@LinasLessons But "I would like" and "I would have liked" are two different things. Can Russian not distinguish between whether the thing you want remains possible to achieve?

      @@aaa303 for us it's just the same :) "I would have like" we also can translate as "мне было бы приятно", "я бы хотел", but for "I would like" you'll find the same translation.

      @@aaa303 in Russian, we have less grammar tenses. That's why it's difficult for us to understand English tenses.
