Because he was working on a film called The Thief and the Cobbler (butchered by Mirimax but there is an amazing cut online). Well, they saw those tests and said, that's our guy. Williams was a perfectionist and learned from the best Disney animators in the business. He deserved the film and his Oscar.
extremely late answer but for thoses wondering: he was recognized as one of the greatest and the most perfectionist animator and had a studio that produced top notch quality 2D animation ads. He was also very close friends with the 9 old men at disney
The whole imapct Roger Rabbit made was because it was real traditional animation in live action.

He was so modest at times and yet he knew how good he was. I hope he is in heaven with Bob Hoskins now.
