Watch EVERY hospital in Philadelphia will change their policy STOPPING their staff getting gun shot victims from the driveway or street of their property so the person with the gunshot wound HAS TO BE INSIDE the building of any emergency intake entrances!! SAD

I'm willing to make an educated guess & bet $1500, that the driver & the shooting victims are involved in a CIS (criminal involved shooting) that they cannot report to the police but they try to get the "shooting criminal victim"" medical attention & got spooked since they most likely the occupants in that Malibu were prolly the reason the criminal victim is at the hospital in the first place..
