GIGN is part of the French special forces and can be deployed in Foreign countries, they are part of the COS (Special Operations Command), because Gendarmerie is Military.

I'm French but that shouldn't factor into it :) As an amateur strategist I think that every developed country should have an elite force and a great Intelligence service. The days of conscripts are over and warfare should be left to motivated and trained specialists !
That depends on the situation; A large trained force is great when projecting power abroad, or when executing small scale operations at home. But (fingers crossed it never happens again) if we were in open war with enemy forces at the border, chances are, there would be need of conscripts. If only for the logistics of feeding a large-scale war effort.

Ah, le temps des conscrit est révolus, en clair, depuis la révolution, beaucoup de conscrits sont mort , ce n'était pas une armée de métier, si on devait aller de suite soutenir militairement ce qui se passe en Europe, on est très, très mal parti, je ne suis pas contre l'armée de métier, nuance, manque cruellement de budget militaire depuis des années.
