Because gameplay logic But if I were to put a realistic answer, it's that the company is cheap and doesn't want to spend too much money, but they can't keep the place running if animatronics just kill everyone, so to keep the place going they place safety measures in a rush without thinking about if it's effecive or fool proof. Also need to hide the details of why you need a hyper secure guard's office in a pizzeria, so it's pretty difficult to get exactly the cheap private contractor you want to do the exact shady build you need. Going off the contractor theory, it would make sense to make the door open itself when the power goes out as a fail-safe feature; wouldn't want anyone getting trapped inside for an undefined amount of time. The contractor wouldn't know about the animatronics, after all. As for the battery life of animatronics vs the office, the animatronics _are_ possessed, so I would imagine that they can circumvent or even ignore battery life, as the horror scenario demands it. This is also from a older period of time, where modern tech was only budding, and I would imagine that combined with the cheap, shady company, the generator life wouldn't be too long to begin with. This is what it would look like if FNAF 1 had been realistic and Fazbear Entertainment actually cared about their staff. There's no way a company is so cheap that they have limited building power at night.
You know another decision that probably could doesn’t make much sense but I think could work would be making the office a room on the roof . The only way to access this room would be a ladder made out of rope . The the rope should have this mechanic where the a machine that require no electric just your arm to bring down a rope on the lever of the machine . You also need another roll of the ladder made of rope in case it breaks and a door that leads outside toe the roof in case a fire happens . This fixes many things with the roof having a metal bat and the end of the ropes having something you can connect with the metal bar so you can get out . +cost effective +animatronic can’t get to you because they should be able to jump very high - you have to be ready to exercise for your job +you are exercising
Well, at the time of the events of the first part, the franchise was already on the edge. (It is possible that there were not even people there during the day.) They barely made ends meet and had to save on everything. (What is typical is that in the second and third parts they did not save on electricity - things were so bad in the first part) That's why they left a cheap backup generator (and, as I suspect, did not repair the wiring). And soon they closed completely.
To the folks in the comments saying that this is how it should be: In-universe, FNAF was the last stand of the franchise. Based on the newspaper clippings you can sometimes see ingame, the franchise was sinking fast and was set to be closed by the end of the year. Presumably due to the crushed, rotting corpses of the missing children inside the animatronics, the animatronics were leaking blood and other bodily fluids, scaring parents away. They literally did not have the money for proper power…

Remember that 1 bar of usage drains 12 percent per hour. Assuming that the light bulb and fan add up to 100 watts per hour. FE gives you 833 watts of electric per night. A single kilowatt hour in us currently only costs 18 cents. In other words, fazbear entertainment would rather have you and other guards like phone guy die a horrible death than spend more than 18 cents on your safety. That is worse than mr krabs selling spongebob for 62 cents. At least scott did a good job at making the company realistic

One very interesting aspect of FNAF is the technology at play. You have William and Henry who are almost supernaturally good at engineering and can produce robots more advanced than what we have today, but despite that the Fazbear Entertainment company still opts for cheap 80s electronics when it comes to security and surveillance
