You listen to all three judges and make, then item that fits all three. So here either the loom or the spinning wheel.
The offered item must fullfill all three judges requests, and be a non-cosmetic placeable item. I think.
Regarding quests: The tutorial says failing them has no penalty

At the festival you were to listen to all the clues from the judges and make one item that suits all those clues, your items did not qualify.
Ah, well in that case it was maybe impossible anyway since they asked for clothing, but thanks, I will have more of an idea what to do next time!
I think the iron bar costs 105 and a nail costs 14... If I remember correctly an iron bar makes either 8 or 12 nails on the anvil. If only 8 then making the nails from a bought iron bar saves you 8 coins over buying the nails, if 12 then making the nails saves you 63 coin...

Spinning wheel or that fabric device could both be considered clothing related but fence, fence gate and well have nothing to do with clothing.

Something related to clothing doesn't necessarily mean it has to be clothes. Could be something for making clothing.
I've yet to see anyone actually try to match what the judges want and as result I haven't seen anyone actually win the crafting contest.
I've watched people who could have made something appropriate but for whatever reason they always make something unrelated to what the judges want.
It's a bit frustrating.
I understand when you can't make something related to all 3 categories but I really want to know what the prize is for winning.
I think the pricing has to do with the materials needed to craft the item.
So, having to do with clothing: Loom, Spinning wheel, dyeing station, etc. out of the 3 the Loom has the 'medium' cost, is large and has to do with clothing. I could be wrong though.

The problem is that the items she had did not meet the requirements it seems, so she did not get the chance to choose them. Not having the game, I am only guessing.
