I think you need a adapter to mount onto the frame back two basket screws to mount the basket onto something to slide around the frame and then line up with the screw or bolt hole to extend the frame out a few inches

knee Hight could be fixed with shorter crank arms you can get as low as 125mm length i personally use a 135 set i find them more comfortable then 165mm-170mm that usually come with adult bikes all comes down to preference of knee angle. this seat looks cool.
