Hey man good to see you. This tool sounds like just the thing for wrapping wire around the threads of a bolt so you can fish said bolt threads-first into some difficult spot. I had a hitch receiver for my last car that used that trick.
Who needs such a thing? With two wooden strips clamped in a vice and a crank made of round steel with different diameters depending on the spring diameter, you can make any spring very easily and cheaply. For thicker wire diameters, you clamp a round steel in the lathe and let the wire for the spring run through two wooden strips, which you clamp in the holder in which you otherwise have the lathe tools.
