We grinded spin 25 pokestop tasks to get cranidos during rock event... and then we traded all of them with distance Pokémon to get 3 candies... lots of hard work but it paid off!!

Yes raikou can be duo’d but you need full team of groudon or Garchomp. And I don’t think shadow ball raikou can’t be duo’d. It’s too hard
