I'd say while Tyson is the bigger danger of the two (considering his skills and resources of farming others as well as getting people to help him, like Kelly Nieman), Holtzman in my opinion is far more evil. Possibly even pure evil. Why? Because of their backgrounds. Jerry's parents died when he was young and was raised cruely by his father's former girlfriend, Gretchen, before she placed him in the system when he was 9. From there on, his victims would be women who resembled both his mom & Gretchen. Obviously it doesn’t excuse the killing of innocents, but you can see how he turned out the way he did. Holtzman though? That guy kills just because he wants too. When Castle finally confronted him (prior to shooting him), he asked Holtzman (who was still just the shrink at the time) why this killer would wear a mask and murder people for years, some kinda trama or terrible childhood. But no. In the most basic way without actually confessing, Holtzman says that the mask is the killers real face, meaning he knows hes a monster and enjoys it. And he's been doing it for over 30 years at that point. So yeah, Holtzman, no question.
