Why did you moisten litmus paper?
The reason it bleaches is because of the reaction between the chlorine and the water to make hypochlorite ions - these bleach the colour in the litmus. If there was no water, there would be no reaction!
can i use red litmus paper?

Any reason why blue litmus paper specifically?
Normally it's just easier to see the bleaching and the colour change
you did it the wrong way, dont insert in test tube, just put it right above it
yeah it shouldn't be in contact with the solution or you could get a false positive
