His daughter was a little girl, Lucy is a full grown up woman who was already married and having sex. How is that going to remind him of his daughter? Lucy is more a reflex of himself, the humanity part that him lost.
Lucy reminds him of himself. He not only literally tells her that, it becomes increasingly obvious as the show goes on that they're mirrors for each other and culminates in his empathy for her at the end as she goes through with Hank pretty much the same thing he did with Barb. They're equals and whatever their relationship becomes, it'll be on equal footing. She's a grown adult who has to face her actual father, she does not need to be parented by anyone.
The Ghoul is the type of character that is going to have a VERY SPECIFIC subset of fangirls…
