People who accumulate wealth, like rappers but also other celebrities, often take pride in the community they came from and its part of their identity, so they want to demonstrate it. No one is relying on them to solve any sort of problems, but for the ones that do want to show love, at least do it in the many other alternative ways that actually could help, not in a way that ends up doing more damage to their community. That's the whole thing this skit is poking fun at.
