I have fond memories watching one of those old "classic cartoon compilation" DVDs with this on it and even noticing myself some odd jumps in scenes, so finally being able to have these gaps filled and seeing all this animation completely new to me is such a pleasure!
I looked into it - it seems to be a gauge used for sound films in France during this period. Seeing how most of the film is taken from a French print, that makes sense.

17mm? Is that a real gauge or a typo?
17mm was the pre-16mm gauge. It was common in Europe. It was also the precursor to 28mm, a gauge I'm sure you have heard of through your network.
It supposed to be 16mm. 17mm films don't exist.
