you can go AP anytime and AD anytime but if theres one factor that you can look at to choose then its how many champs that deal each damage you have so like if you would be the only one that can go AP because your champion is the only one that has AP ratios and deals magic damage from skills then you should go AP . same with AD overall AP is better in late game so you can rebuild if youre fed and able to too.
rn conq is the best rune for kat because of the bruiser meta, elec allows for early damage and easy trades but falls of late, dh dont work that well because BRUISER comp but conq is just legendary rune rn
I go Bork rush if I feel like I can easily 1v1 my mid laner once I get it(like lux) but someone like ya suo it would Be harder so I would go ap and focus on farming and scaling
