You are misunderstanding tempo. Arcane shot is a tempo play when played on a 3-2 that your opponent played 2 mana to play. I agree that the saying one doesn't have one drops to justify keeping arcane shot makes little sense, but arcane shot IS a tempo card.

Especially since he's been busy prepping for the next Batstone, he might be streaming a bit less in the next while or just have his video editing guy busy with other stuff during the week and may very well have had 2 videos made at the same time to cover two days' releases.
