18:56 Sections 8(1), 8(2), and 8(3) of the RPA, 1951, outline the disqualification criteria for candidates, including those convicted of offenses related to untouchability and caste-related atrocities.
When they are not giving judgment than they come under state but when they are presiding over a case or providing judgment than they outside the definition of state...so both aspects are correct they can be a part of not
14:33 prohibition of civil rights act 1955. This law provides a framework to punish against untouchability practices .
and in my view also SC &ST(prevention and atrocities) act 1989 will protect certain communities even from untouchability practices against them. I might be wrong, please rectify me.
