To create and change PO from other source, you can use PORDCR1 and PORDCH. If you want to send PO information ORDERS and ORDCHG can be used

It won't be a plant. Mostly storage location.

Most of the cases 3PL doesn't need any SAP WM or EWM. They will use their own WM and interface with SAP IM.
